The Neural Lab is a superb building. It is also a fuse.
Nobody owns the countdown. Every Neural Lab in the world counts, yours and your rivals', and the world gets warnings as the number climbs. When the fifth one comes online, the network wakes up. It takes the cities that housed the labs and goes to war with everyone, at once, permanently.
There is no treaty with it. It does not riot, and it marshals its armour with an efficiency no human nation matches. The only answer is to take the cities back.
Build the fourth lab if you like. Then watch your neighbours.
